How to Create a Construction Safety File Online in South Africa (Step by Step) [2026]
A construction safety file is the collection of health and safety documents that must be available on a South African construction site. Under the Occupational Health and Safety Act 85 of 1993 and the Construction Regulations 2014, principal contractors and contractors are expected to have the right documents in place before work starts.
This guide shows how to create one online in minutes, following our video demo.
Before you start
Set up your company profile first so your details load automatically. If you have not done that yet, see Safety file software South Africa: how to get started.
Step 1: Choose the document
Open Generate Documents and choose Complete Safety File. Other options include risk assessments, a method statement and tender documents.
Step 2: Check your company information
Your company details load from your profile. Confirm they are correct and continue.
Step 3: Add the project details
The safety file is built around your specific project, so enter:
- Project name and site address
- Principal contractor, if you are subcontracting
- Scope of work, in plain language
- Number of workers on site
- Equipment used, for example mobile crane, scaffolding or welding machines
- Identified hazards, for example working at heights, excavations or hot work
The more specific you are, the more relevant the generated hazards, controls and procedures will be.
Step 4: Preview it free
Click See a free sample. You see your actual document with a diagonal watermark on every page. The first three pages are readable and the rest are blurred, so you can judge the structure and the total length before paying.
Step 5: Generate and download
Click Generate Document. In the demo, a complete 39-page safety file is built and ready to download as a PDF.
What is in the generated safety file
- Company information and project details
- Health and safety policy statement
- Legal framework and applicable legislation
- Organisational structure and responsibilities
- Legal appointments, with templates
- Trade-specific risk assessments and safe work procedures
- Emergency procedures
- Personal protective equipment matrix
- Medical surveillance requirements
- Training matrix and records, inspection checklists and incident reporting procedures
What you still need to add
A generated safety file gives you the structure and the written content. You still add the items only you can provide: signed appointments, training certificates, your COIDA letter of good standing and site-specific records. See the full list in Safety file template South Africa: complete guide and checklist.
Important
SiteReady documents are templates based on common industry requirements, not legal advice. Have a competent person review your safety file and confirm it fits your project before it goes on site.
Frequently asked questions
What must a construction safety file contain in South Africa?
A safety file typically includes the company health and safety policy, legal appointments, the health and safety plan, risk assessments, safe work procedures, emergency procedures, PPE and training records, and proof such as COIDA good standing. The Construction Regulations 2014 set the duties for clients and contractors.
Do subcontractors need their own safety file?
Yes. A subcontractor is expected to have a safety file for its own scope of work, and the principal contractor will normally ask to see it before the subcontractor starts on site.
How long does it take to create a safety file online?
Filling in the project details takes a few minutes and the generated file is ready right after. The time you spend afterwards is reviewing it and adding site-specific records such as signatures, certificates and training proof.
Can I see the safety file before I pay?
Yes. A free sample shows your document with a watermark on every page. The first pages are readable and the remaining pages are blurred so you can see the full length and structure before you decide.
