Tender Pack South Africa: How to Compile a Tender Submission (SBD, CSD, B-BBEE) [2026]
Missing one document can disqualify an otherwise good tender. A tender pack gathers everything the buyer asks for in the right order. This guide covers what South African tenders normally require and how to compile the company and director sections quickly.
What a South African tender usually asks for
| Requirement | What it is |
|---|---|
| CSD registration | Registration on the Central Supplier Database with your supplier number |
| Tax compliance status | Confirmation from SARS that your tax affairs are in order |
| B-BBEE proof | A certificate, or a sworn affidavit for qualifying EMEs |
| Company registration | CIPC documents showing your company and registration number |
| Directors and shareholders | Names, ID numbers and positions |
| SBD forms | Standard declarations, for example SBD 4, 6.1, 8 and 9 |
| Sector registrations | For construction, often CIDB grading and safety documents |
Requirements differ between tenders and organs of state, so the tender document is always the final authority.

Frequently asked questions
What documents are needed for a tender in South Africa?
Most tenders ask for proof of Central Supplier Database (CSD) registration, tax compliance status, a B-BBEE certificate or sworn affidavit, company registration documents, director details and the tender-specific SBD forms. Construction tenders often also ask for CIDB registration and safety documentation. Always follow the checklist in the tender document itself.
What are SBD forms?
SBD (Standard Bidding Document) forms are the standard declarations used for government and municipal tenders, for example SBD 4 for the declaration of interest, SBD 6.1 for preference points claims, SBD 8 for past supply chain management practices and SBD 9 for the certificate of independent bid determination. Which forms apply is set by each tender.
Do I need a B-BBEE certificate or an affidavit?
Exempted Micro Enterprises (EMEs) with annual turnover under R10 million can usually submit a sworn affidavit instead of a certificate. Larger businesses normally need a certificate from an accredited verification agency. Check the tender requirements.
Does SiteReady replace the official SBD forms?
No. Use the official forms supplied with the tender where required. SiteReady helps you compile your company, director and B-BBEE information and a structured tender pack, which you then check against the tender checklist before submitting.
